China Eleventh Chemical Construction Company Limited (ELECO) was established in 1962. It is a wholly-owned subsidiary of China National Chemical Engineering Group Co., Ltd. (CNCEC) (stock code: China National Chemical 601117) managed by the State-owned Assets Supervision and Administration Commission of the State Council, with a registered capital of RMB 700 million.

The company is located at the beginning of the ancient Silk Road, Kaifeng City, also the ancient capital for eight dynasties, the existing staff is more than 4500 people, with the following qualifications, including general contracting of petrochemical, construction, mechanical, power (second grade), municipal, highway engineering (third grade), and the first grade contracting of steel structure, firefighting, highway and transport engineering (second grade), environmental protection (third grade), as well as the direct aboard business certificate, and other professional contract level qualifications.
